Sir,

I have to inform you that I am in receipt of

a communication from the Wai Chiao Pu to the effect that the statutes of the "Bank of China" having been passed by the former National Council and duly promulgated, the Bank may now be considered as officially established. A Head Office has already been opened in Peking, while Branch Offices and Agencies are being established at Hankow, Yangchow, Changchun, Fengtien, Shanghai, Newchang, Shantung, Tsingtao, Honan and Tientsin. It is added that the new organisation is the "central bank of the country" and I understand that it is to perform the functions of a National Bank" in the European sense.
